Overview

What is copp attestation?

A Certificate of Pharmaceutical Product (COPP) confirms that a medicine is licensed in India, made in a GMP-compliant plant and sold by a named licence holder. It follows the WHO format, so drug regulators abroad can rely on it when they register an Indian product.

Most importing regulators accept a COPP only once it has been legalised for their country. The original COPP is attested by an Indian Chamber of Commerce and the MEA, and then either apostilled or legalised by the destination embassy, depending on the country.

Who issues it in India

The COPP is issued by CDSCO jointly with the State Licensing Authority, under the WHO Certification Scheme.

What is COPP attestation?

COPP attestation is the legalisation of a Certificate of Pharmaceutical Product, so that a foreign drug regulator accepts it for product registration. It covers Chamber of Commerce attestation, the MEA stamp and, where needed, embassy legalisation.

Is a separate COPP needed for each country?

Usually yes. A COPP is normally issued for a named importing country, and that country's embassy or regulator expects to see its own name on the certificate.

Which countries need embassy legalisation of an Indian COPP?

About 60 countries, including the UAE, Qatar, Kuwait, Egypt, Iraq, Libya, Nigeria, Kenya, Malaysia, China, Vietnam and Thailand, need MEA attestation followed by their embassy's legalisation. The list on this page shows the route for every country.
