What is certificate of origin attestation?

The certificate of origin (COO) states the country where your goods were produced. Customs in the importing country uses it to apply duties, check restrictions and clear the cargo. The non-preferential COO is the version that is usually legalised.

Many importing countries, especially in the Middle East and Africa, insist on a legalised COO before they release goods or pay under a letter of credit. It is almost always legalised together with the commercial invoice for the same shipment.

Can the certificate of origin be legalised after the goods have shipped?

Yes. Legalisation can be done after shipment, but the buyer may need the stamped original before customs releases the goods, so plan it in parallel with shipping.
