COPP for Malaysia: what and why
A Certificate of Pharmaceutical Product (COPP) confirms that a medicine is licensed in India, made in a GMP-compliant plant and sold by a named licence holder. It follows the WHO format, so drug regulators abroad can rely on it when they register an Indian product. The COPP is issued by CDSCO jointly with the State Licensing Authority, under the WHO Certification Scheme.
Drug regulators across South-East and South Asia register many Indian medicines and typically ask for the regulatory certificates in a legalised form.
In Malaysia, pharmaceutical dossiers are reviewed by the National Pharmaceutical Regulatory Agency (NPRA). Legalised documents from India are typically part of the file for new product registration with the drug regulator, renewal or variation of an existing registration and tender submissions by the local distributor.
The COPP issued in India is attested by an Indian Chamber of Commerce, then by the Ministry of External Affairs (MEA), and finally legalised by the High Commission of Malaysia in New Delhi.
Malaysia is not an apostille country, so commercial documents need Malaysia High Commission legalisation after MEA attestation.

What to send us
- Original COPP for each product (one original per country)
- Free sale certificate and product list, if the regulator asks for the full dossier
- Request letter on company letterhead (we share the format)
- Copy of the drug manufacturing licence and WHO-GMP certificate
Avoid rejection
- Check that the company name is spelt the same way on every document; the Malaysia High Commission compares names across the set.
- Keep product name, strength and pack size identical across the COPP, GMP certificate and free sale certificate.
- Check that the importing country printed on the COPP matches the country you are legalising for.
- Legalise COPPs well before expiry; regulators reject certificates close to their end date.
