COPP Attestation for UAE from India
Exporters and companies across India send us their COPP for use in the UAE. Here is exactly how it is legalised, what to send and how to avoid rejection.
- 1 Indian Chamber of Commerce
- 2 MEA attestation
- 3 UAE Embassy, New Delhi
- 4 UAE MOFA (after arrival)

Why the UAE asks for a legalised COPP
A Certificate of Pharmaceutical Product (COPP) confirms that a medicine is licensed in India, made in a GMP-compliant plant and sold by a named licence holder. It follows the WHO format, so drug regulators abroad can rely on it when they register an Indian product. The COPP is issued by CDSCO jointly with the State Licensing Authority, under the WHO Certification Scheme.
Health ministries in the Middle East register a large number of Indian generic medicines each year, and their registration files almost always include legalised regulatory certificates from India.
Authorities, banks and business partners in the UAE usually ask for a legalised COPP for new product registration with the drug regulator, renewal or variation of an existing registration or tender submissions by the local distributor.
The COPP issued in India is attested by an Indian Chamber of Commerce, then by the Ministry of External Affairs (MEA), and finally legalised by the Embassy of the UAE in New Delhi.
After the UAE mission in India legalises the document, most UAE authorities also require attestation by the UAE Ministry of Foreign Affairs (MOFA) after arrival, which your UAE partner usually completes. Many import invoices are now attested electronically by MOFA on the importer's side, so confirm with your buyer before attesting invoices in India.

What to send us
- Copy of the drug manufacturing licence and WHO-GMP certificate
- Free sale certificate and product list, if the regulator asks for the full dossier
- Request letter on company letterhead (we share the format)
- Certified Arabic translation, if the authority in the UAE asks (we arrange it)
- Original COPP for each product (one original per country)
Avoid rejection
- Check that the company name is spelt the same way on every document; the UAE Embassy compares names across the set.
- Keep product name, strength and pack size identical across the COPP, GMP certificate and free sale certificate.
- Legalise COPPs well before expiry; regulators reject certificates close to their end date.
- Check that the importing country printed on the COPP matches the country you are legalising for.
